2.4.0 Release Changelog and Notes

OpenNCP Release Notes
The OpenNCP 2.4.0 release is now available via the JoinUp repository.
This release includes nearly scalability improvements, support of the eID level 3, transformation of Trust Service List files to the Service Metadata Publisher/Service Metadata Locator and bug fixes (CDA Display tool, Audit, reduce verbose logging, security configuration) and we recommend that all users upgrade.
This release is the final result of different testing healthcare events (Connectathon 2015 and Expandathon 2015) in preparation of the Connectathon 2016.

The OpenNCP Portal artifact was compiled towards the Liferay Portal version 6.2.5 artifacts - this is the recommended version of the Liferay Portal.
