0. House Keeping

1. Governance

  •  Introduction of the the new governance model for 2016 made by Markus.
    The governance had already been introduced before the holiday period on 21/12/15 by Markus, this is therefore a repetition for those who could not be present.
    Please refer to Meeting minutes on 21/12/15 (20151221 - Meeting minutes, Monday, December 21st, 2015 - OpenNCP Community meeting (BiWeekly))
    • The governance stays mainly same as for 2015. The main changes are:
      • operational management will be separated to clarify it - First edition this Friday 8th January
      • streering committee will consists of one member per each project/stakeholder group which has significant relation to OpenNCP. CEF, JAseHN and e-Sens were identified. Steering commitee will meet every third week of each month.
      • Technical committee will be open for new people with the requirements of good knowledge from OpenNCP and commitment to participate in bi-weekly meetings regurlarly
      • OpenNCP bi-weekly meetings will concentrate on informing the community on ongoing task forces and provide a possibility for support / ad-hoc topics which need discussion
      • Main development will take place in Task forces which will concentrate on specific topics. The first one to start will be TF to fix issues arising from stress and security tests
  • Questions:
    • Who are the members of eHOMB? HoU D4, HoU DIGIT (in charge of SMP, CEF building blocks...), HoU CONNECT, Director D (policy director), HoU policy unit, representative of JAseHN. markus.kalliola will complete if the list is not complete.
    • What about the practical aspects? Process of fixing issues etc. =>  eHOMB (for big decisions: e.g. choice of terminology server), Steerco, then technical committee for the specific tasks.
    • Licinio confirms his presence and support, will be present at the eHOMB
    • Other comments on the governance? Licinio Kustra Mano: the governance allows to make an alignment between Policy decisions and their implementation inside the community

2. New developments

2.1 Configuration server

YacoubouY sent to the Member States the credentials before the holiday period.

Who tested it?

    • Austria tested it
    • Lombardy tested it during the EXPAND-a-Thon, uploading SMP/SML
    • Stephane will test today or tomorrow, connection problems with the old TSL editor => Please contact Yacou if problem regarding the settings
    • Luxembourg tested the SMP upload during the Expandathon, but not the configuration
    • Portugal did not test yet

2.2. CDA display tool

Marco Bernardini had interactions with Marcello & Pier Luigi Miglioli. First sample were wrong. Small minor issues to be fixed.

Major issue on the translation part (when CDA was modified, translations were not performed. + Doubts on the xml file) - Marcello Melgara suggests to keep this issue on hold & perform an assessment.

Marcello Melgara reported LISPA has updated the Italian

Marcello Melgara suggests the following steps:

    • Identify within the current version of OpenNCP the xml file, share it and then set-up a task force:
    • Double check with semantic experts to see if correct and in line with  CDA implementation guide
    • Test
    • Fine tune
    • Check what is expected to be received 11/01

2.3. eID

    • Was tested during the Expandathon:
      • bug fixes on OpenNCP Portal, available to all the testing counties
    • markus.kalliola: What is the status regarding eID task force with e-SENS? He suggests to add the task forces on the OpenNCP community calendar, to share the knowledge ... + what is the agenda of the task force
      • Licinio Kustra Mano: The question is "how to proceed"? e-SENS will go on until March 2016, and hopefully extended for 12 month. Importance of long term communication. The idea would be to keep:
        • e-SENS WP6 TF absorbing STORK 2.0 and advancing the adapter operationalization of the eIDAS token/service
        • eHealth eID WP 5.2 are collaborating with the TF in order to open a development path for integrating eIDAS into our components
    • Representation of OpenNCP in the e-SENS task foce for alignment and integration:
      • availability: Alexandre Santos: integration of eID, achievable first 3 months then see if it can be extended
      • Licinio Kustra Mano: we need to make a situation point on what has been achieved and what will be done in the next 3 months. Ideally during the next OpenNCP meeting we should schedule a eID task force and plan
      • Massimiliano Masi: status of eID implementation of e-SENS is in the change proposal. No update foreseen for the 18th January
      • next eID meeting in e-SENS not schedule yet
      • Licinio Kustra Mano proposes an eID integration task force meeting on 13th January 1pm CET . This meeting should focus on open points of the current integration.

2.4. SMP/SML

    • This topic will be discussed during eHOMB meeting on Friday 8th January
    • Expandathon
      • Joao Cunha: developments were successfully tested (2 tests). Creation of SMP file, and SMP server.
    • Planning: start task force in the next 2 weeks if we get the agreement from eHOMB meeting of Friday
    • Licinio Kustra Mano: today, possibility to upload, but not to download the information. Next step: Automatic configuration of OpenNCP after downloading info on SMP/SML
    • Massimiliano Masi: what about the change proposal made by DIGIT? Licinio Kustra Mano: one of the major concerns when going operational is with regards to security relaxation. Next steps are the download of the configuration and ASAP, the automatic configuration. Those tasks will take time and effort. We should therefore already schedule a date for the task force activities (in the next 2 weeks) => markus.kalliola: meeting will be scheduled ASAP in Open NCP calendar, but wait for Friday eHOMB meeting
    • Marcello Melgara: first thing really needed is refractoring the international mask. Prioritization necessary (we lack the specifications of the countries)

3. AOB

  • Licinio Kustra Mano: Rui has left the project, Licinio will therefore take over his admin and handover activities.
  • Licinio Kustra Mano asks to the Community to identify he tasks that need to be handover. Licinio will take care of making the bridge between JAseHN and the OpenNCP Community.
  • Marcello Melgara suggested to put into the next Technical Team meeting the issue of correctly manage the versioning and the links on JoinUp for new releases.  

4. Next Meetings

  • Next  Technical committee meeting will take place:  13:00 CET
    • Points to be added to agenda:
      • Marcello Melgara: fixing of realease issues 2.4 missing links, broken links + improvement of release management process
      • Stéphane Spahni: Certificate & relaxation (service provider/consumer), such certificates do not pass the Gazelle test => should be clarified that we go for 1 certificate for the provider and the consumer
  • eID integration task force meeting will take place on  13:00 CET
  • SMP/SML task force - To be planned ASAP, after approval on eHOMB
  • Next OpenNCP bi-weekly meeting will take place:  13:00 CET
