  2. eHOMB topics discussed and decisions (markus.kalliola)
    1. First eHOMB, composed of EC representatives and Member States (MS) representatives (Licinio was replacing Henrique).
    2. Explanation of the governance, planning of meetings...
      1. First Member States expert group meeting on
      2. Next eHOMB on
    3. Presentation of the work plan and budget.
    4. Terminology server: Following the presentation of the outcome of the analysis performed by DG SANTE, decision has been made to continue the analysis with the identified Open source solution from FH Dortmund university. FH Dortmund will dedicate 3 persons (100 days) to work with us.
    5. Use of terminologies in general (SNOMED CT and others). Agreement received from SNOMED CT to use a limited set of terms (400 terms) at no charge until December 2017.
    6. Configuration services: Decision to start a task force on the implementation of SMP/SML in OpenNCP.
    7. OpenNCP community governance model - Decision to start the task forces with OpenNCP Community.
    8. Explanation of the handover from EXPAND made by Licinio.

  3. Terminology server task force
    1. Background: EC conducted 2 studies on terminology servers.
      1. The first study, conducted last summer, consisted in a market analysis of Terminology Servers (TS) available on the market (open source & commercial). The open source solution developed by FH Dortmund was selected (based on a list of requirements: e.g. CTS2 compliance...) to be further analysed.
      2. The second study analysed the feasibility of the open source solution selected by the first study. based on the outcome of this study, eHOMB decided to further analyse the implementation of FH Dortmund in OpenNCP.
    2. Next steps:
      1. Test the server, fix the bugs...
      2. GAP analysis (GAP analysis of what needs to be implemented in order to fulfil the uses cases).
      3. Upload the MVC: JAseHn will provide the support of 2 national experts to input the data (translation & mapping) in the TS, in addition to the 3 persons from FH Dortmund university.
      4. Synchronization of TS.
    3. Setup of the OpenNCP task force:
      1. Participants:
        1. From EC: Marco Bernardini and Natasha Carl
        2. From the OpenNCP community:
          1. We can already include Marcello Melgara. Licinio Kustra Mano will hopefully bring a confirmation on the 1rst of February (following discussions on 27/1) to bring 2 persons on board
          2. Colleagues from ELGA Austria, who are already using the TS FH Dortmund.
            • Heiko Zimmermann will try to contact them and inform them of the task force to see if it is from them interest to participate
          3. FH Dortmund
            • Natasha Carl will contact Robert to ensure he can participate to the task force
      2. Marcello Melgara already prepared a document & other annexes (explaining also the processes...) and will circulate the draft, normally tomorrow. Attention: this is an epSOS internal document, thus NOT FOR DISTRIBUTION.
      3. Deadline for the analysis: end of May 2016
  4. SMP/SML task force
    1. Background (markus.kalliola)
      1. Markus shows the the roadmap of the SML/SMP task force with the planned tasks. Objective is to have SMP ready in Q3 from OpenNCP & DIGIT side
        1. Massimiliano Masi: Analysis fixing relaxations, findings from implementation of OpenNCP tested during Expandathon etc.
        2. These outcomes will be taken into account in the task force
    2. Participants from EC: Jerôme, Adrien (DIGIT team)
    3. People from eSENS also welcome: Joao Cunha will participate. Heiko Zimmermann will also contact Uwe if he is available (during the meeting we had the confirmation that Uwe cannot be present)

      2. Tasks: fix of data set issues, execute again security tests + tests components/components.
      3. A test  session with Luxembourg will also be organized with the help of Heiko, once fixes have been done.

      1. EC will send a proposal before the task force meeting

    3. eID - status
      1. DIGIT analysis is divided in 2 parts: the policy part and the integration => Deadline: Spring

        1. Marco has worked on it, issue related to duplication of data, and other issues related to the computer (Mac). Some issues have been fixed, other are still on hold, because no Mac to test... When fixing issues, find new issues. Problem of compatibility...
        2.  Massi will check the new version ASAP.

      1. Implementation deviations => Points to be discussed during the Technical Committee on Thursday 1pm:
        1. NCP to NCP messages: Signature per message or secure conversation?
        2. Certificates SHA1 or SHA2 (technical committee).
        3. WebApp ATNA node (technical committee).
        4. XSPA role "medical doctor" is not among the list of possible values in D3.A.7 epSOS EED SAML Binding v1.1 - 2.3 (technical committee).

      2. Release 2.4.0
        1. Question: can we make the final release of 2.4.0. ?
          1. Licinio Kustra Mano: we should ask MS using this version if there are any issue with that version, if/when no issue left we should proceed with this release with Alexandre.
          2. Marcello Melgara: compatibility with EXPAND semantic specs. Changes in CDA not working with 2.4.1. Following Licinio, we should bring those issues to the development board, if we want to release it now.
          3. Licinio Kustra Mano: be sure that the release we do is the one that we already know and that has been tested => if new feature, let's release without it.
        2. Marcello Melgara: Problem with the current candidate. In the past it did not happen (e.g. 2.4.0). We have to clarify this issue.
          1. Licinio Kustra Mano Problem is probably not on the artifact or on the proxy? Suggestion to create a clean repository and try to load it on Join up?
      3. Change proposal document: who is taking care of it? If there is something new, please send the document to the Commission via Markus as long as the functional e-mail box is not operational. + send to EXPAND in parallel
      4. Configuration Server
        1. Marcello Melgara has to check again with Lucas the upload from Italy because Yacou has not seen it.
        2. Advise from Stéphane Spahni is to use the latest available version 3.2. It works with the latest version.
    6. Licinio Kustra Mano encourage participants of the OpenNCP Community to encourage their countries to participate to CEF call for generic services
