Has this been fixed for dispensation submit? Or is there a separate ticket for the same action in XDR dispensation submit?

According to Now the portal creates uniqueid for the consent submission. For this purpose the portal creates if not exists a new property in epsos configuration database named pn.uniqueid which it increments it each time it uses it.
The id used for consent is created using the following pattern
<HOME_COMMUNITY_ID>.<UNIGUEID>
and now it works.

After updating the consent submission works and returns success, but only the first time
